How to Enroll in the Mail Handlers Benefit Plan

Outside of Open Season, you can enroll in the Mail Handlers Benefit Plan after certain Qualifying Life Events (QLEs). The most common circumstances include:

  • You are a newly eligible federal or postal employee, still within 60 days of having become eligible for the FEHB program;


  • You have moved outside of the area covered by your current health plan;


  • You are newly married or divorced;


  • You have a new dependent child, either by birth or adoption;


  • You have a change in employment status;


  • You have lost other health insurance coverage;


  • You have become eligible for Medicare.

  • See your employing office for an Employee Health Benefits Election Form. Fill it out and return it to the designated individual. OR

For Annuitants:

Outside of Open Season, you may make changes by:

  • Calling the OPM Retirement Information Center at 1-888-767-6738 (or 1-800-878-5707 for a TDD for the hearing impaired). Annuitants in the Washington DC local calling area should dial 1-202-606-0500 (or 1-202-606-0551 for a TDD for the hearing impaired).
